In Washington, U.S. exports of distillers grains totaled 11.48 million metric tons (mmt) in 2016, down 10 percent from 2015’s record-high but still the second-highest on record, according to a 10-page summary of 2016 ethanol co-product trade data published by the Renewable Fuels Association. DDGS exports were shipped to 50 countries on five continents last year.

According to the report, an estimated 31 percent of U.S. DDGS production was exported in 2016, meaning one out of every three tons produced was shipped to foreign markets. China was the leading destination for U.S. distillers grains, followed by Mexico, Vietnam and South Korea. However, U.S. DDGS exports to China plunged 63 percent in 2016 compared to 2015, as the country implemented anti-dumping and countervailing duties against U.S. product. Meanwhile, shipments to nine of the other top-10 markets experienced growth in 2016. In fact, DDGS exports to Mexico, Vietnam, South Korea, Turkey and Thailand grew by a combined 2.06 mmt in 2016, equivalent to the annual DDGS production of 10 average-sized ethanol plants.

In Washington, U.S. ethanol exports hit 138 million gallons in February, the third-highest monthly volume on record, according to government data released today and analyzed by the Renewable Fuels Association. The February total falls short of only two other months—November 2011 (152.5 mg) and December 2011 (172.7 mg).

Brazil was again the top customer, taking in more than one-third of all U.S. ethanol exports (50.8 mg, or 37 percent) but 14 percent less than record shipments to Brazil in January. Canada also decreased its purchases in February with 24.7 mg (18 percent of total exports) entering the country. Sales to India, however, nearly doubled from the prior month, increasing from 13.2 mg to 24.3 mg. The United Arab Emirates (10.1 mg) and the Philippines (7.0 mg) were other significant importers in February. Year-to-date exports stood at 259.8 mg, up nearly 70 percent from the year-ago total of 154.1 mg.

Exports of U.S. undenatured fuel ethanol rose by 14 percent over January to a record volume of 106.3 mg—nearly double the quantity shipped two months prior. About half of the undenatured product (50.8 mg) went to Brazil. India received a quarter of U.S. undenatured fuel ethanol (24.2 mg), up 118 percent from its January intake. The UAE (10.1 mg) and Philippines (7.0 mg) rounded out top markets for undenatured fuel ethanol. Denatured fuel ethanol exports in February experienced a slight uptick, rising 1 percent to 26.7 mg. Canada and Peru again accounted for the bulk of the market, receiving 23.6 mg (88 percent) and 3.0 mg (11 percent), respectively.

In Brazil, ethanol exports slumped 35% in May compared April to just 83.6 million liters despite FOB prices falling 7% to $555.90/cu m. The figure was also 30% lower than May 2016 but that prices were also 20% higher last month. Exports have fallen by nearly half since the beginning of the year at 432 million liters. Most of the exports, about 305 million liters, went to the US, 7% more than in April. Exports to South Korea have fallen to almost nothing at just 6 million liters through April compared to 252 million liters during the same period last year due to increased competition from the US and Peru.

In Argentina, following the drop in anti-dumping tariffs to a maximum of 8.1% in September, the biodiesel industry has already exported 300,000 tons to the European Union, and it expects exports will jump to at least 500,000 metric tons next year. Prior to 2013 when the tariffs of up to 25.7% were imposed, Europe had been Argentina’s largest biodiesel export market. Despite the increase in exports to Europe, a drastic fall in exports to the US following the imposition of anti-dumping tariffs there saw overall Q3 exports drop year-on-year to $739 million.

In Argentina, despite challenges in the biodiesel export market with the US and European Union, the country still managed to break its export record in 2017 at 1.68 million metric tons, according to data from Centro de Estudios del Sistema Agroalimentario (Ceagro) at the Universidad Nacional de Lomas de Zamora. However, more than 1 million tons went to the US, a market that will shrink almost entirely. An increase on export taxes to 8% in 2018 is expected to hit export this year as well as the ongoing blockade by the US.

In Washington, the United States recorded the highest-ever monthly exports total for U.S. ethanol in February 2018 at 218.7 million gallons, according to data from the U.S. Department of Agriculture. February sales bring U.S. ethanol exports to nearly 768 million gallons thus far in the 2017/2018 marketing year (September 2017-February 2018), a 6 percent increase over last year’s record-setting pace.

Brazil applied a 20 percent tariff in September 2017 on all imports of ethanol after a 600 million liter (158.5 million gallon) tariff rate quota (TRQ). Even with the full tariff applied, 103 million gallons of U.S. ethanol were shipped to Brazil in the month of February—the most ethanol exports to Brazil in a single month. Overall, Brazil has imported nearly 253 million gallons of U.S. ethanol this marketing year.

In Germany, during the first three months of 2018, German exports of biodiesel rose strongly. Above all, demand from the U.S., Belgium and Austria saw sharp increases.

In the first quarter of 2018, biodiesel exports increased more than 30 percent from same period last year to 428,620 metric tons (128.67 million gallons). Around 84 percent of these exports were shipped to EU-28 countries. This was up 16 percent from the previous year.

The top purchaser of German biodiesel continued to be the Netherlands, with imports rising 6 percent to 156,860 tons (47.1 million gallons). Belgium moved up to second place, outstripping Poland and doubling its imports to 47,650 tons (14.3 million gallons). Nevertheless, Poland’s biodiesel purchases from Germany went up around 18 percent.

The U.S. recorded the biggest growth in imports, absorbing 42,651 tons (12.8 million gallons). In the same period last year, U.S. imports were very low at 24 tons (7,205 gallons). According to Agrarmarkt Informations-Gesellschaft (mbH), Austria, Sweden and Switzerland also imported considerably more German biodiesel than in the 2017 reference period.

In Washington, Platts reports that Energy Information Agency data shows ethanol production rose to the highest level seen since December last week at 1.074 million barrels per day, likely as a result of the highest margins seen since early this year. Exports continue to draw down stocks in the Gulf Coast region, helping to reduce stocks overall on the week despite the ramp up in production. Nationwide stocks were 21.653 million barrels, down 115,000 barrels, while Gulf Coast stocks were 4.281 million barrels, down 370,000 barrels on the week.

Argentina freezes soy export tariffs to keep feedstock from flowing into China

In Argentina, exporters have been shipping raw, unprocessed soybeans to China en masse, a move the government has put a stop to last week by freezing export taxes on beans at 26% as well as freezing taxes on meal and oil at 23%. Taxes on beans were being wound down to 23% in line with meal and oil by February 2019 but the new policy is meant to keep feedstock for biofuels and animal feed at home instead of shipping them unprocessed to China. So traders couldn’t suddenly boost massive exports ahead of the new policy coming into place, exports were frozen until August 16.

In India, just days after the government restricted imports of biofuels, the Financial Express reports that biofuel exports have been restricted now as well and will only be allowed with a license. Biodiesel exports doubled this year to nearly $5.4 million compared to last year. Previously, biofuel policy hadn’t encouraged and in some cases discouraged use of biodiesel, leaving producers no choice but to export but now regulations have changed to create a domestic market for the fuel.

In Pakistan, the Dawn newspaper reports that ethanol exports soared last year to 653,443 metric tons compared to 572,056 tons in 2017. The average price for the ethanol exported was $650 per ton, brining receipts for 2018 to around $425 million. Currently there are 18 distilleries producing anhydrous ethanol, ENA and industrial ethanol. In the past, the sugar industry would dispose of molasses as a useless waste product but now is able to produce 2 metric tons of ethanol from 10 tons of molasses, fetching high prices on the global market.

In Argentina, local press reports that the soy industry is blaming a shift in government policy that no longer favors value-added products to a decimation of biodiesel exports during the first two months of the year. During January and February there were no biodiesel exports at all compared to exports valued at $176 million during the same period last year. Unprocessed soy oil exports, however, rose 68% on the year. Soymeal exports fell 12% on the year despite the fact that production rose 5%. Dried, unprocessed soy bean exports rose to $56 million this year versus just $6 million last year. The value of raw soybean imports during the summer period also tripled in value on the year.

In Brazil, Reuters reports that the country exported the most ethanol in August since October 2013 at 314 million liters, up from 241 million liters in August 2018, thanks to sugar mills continuing to focus on ethanol production rather than sugar as has been the case for the past two years. August’s figure is also higher than the July exports of 206.7 million liters. Brazil just agreed to extend its import of US-origin ethanol following senior officials meeting with President Trump last week but most of those imports occur during the inter-harvest period between January and March.
